Hi Ron - To answer your first question, it is very unlikely that you can appeal the decision made by the officer at the airport in the US because you already accepted their decision and left the United States. Most likely, if you wanted to challenge their decision, you would have needed to do this at the airport at the time of the incident. With that said, it is possible that you can still obtain a visa by applying at a US Embassy, and, if approved, you should be able to get back in to the US. As for the minimum amount to invest in the business for an E-2 visa, please note that there is no legal minimum. Instead, the Consular Officer simply needs to be satisfied that the investment is sufficient to operate the company. Therefore, the nature of the company is very important.
